Turkish Green Crescent Society is an independent, non-profit NGO, founded in Istanbul in 1920. It works for the protection of society and particularly protecting young people from tobacco, drugs, alcohol, gambling and technology addictions with scientific and evidence-based public health approaches which forms the scope of Green Crescent Movement.

International Federation of Green Crescent (IFGC), founded in 2016 as a global umbrella organisation that works for ensuring mutual cooperation and coordination among its members in 97 countries at the highest level, and sets in motion the awareness, strength and resources of communities for the benefit of humanity and human dignity.

Federation Management Department is in charge of ensuring mutual cooperation and coordination among IFGC Member Countries around the world at the highest level in order to implement and disseminate capacity building programs, share best practices, collaborate with international organisations for driving collective action on addiction prevention and recovery.

We are looking for a professional who is driven, passionate, energetic and ambitious to join us as an “ Learning and Development Specialist/Senior Specialist ” in the Federation Management Unit for the Headquarter (Cağaloğlu Office) organization.

The interviews and case studies will be conducted in English.

General Qualifications

A commitment to Green Crescent Movement’s mission, vision and values.

Bachelor’s degree from a reputable university preferably in Training and Development, Social Sciences, Human Resources or a related field required. Master’s degree in related fields will be an asset.

Candidates who have 4 years professional experience in similar organizations (preferably in international organizations like IFRC, UN organs, INGOs, NGOs, research or policy centres and etc.) will be considered as specialists.

Advanced knowledge of English is a must. Working knowledge of a second language (Arabic, French, Russian and Spanish) is an asset.

International training development, implementation and/or coordination experience required.

Adept with a variety of multimedia training platforms and methods.

Ability to evaluate and research training options and alternatives.

Ability to design and implement effective training and development.

Expert knowledge of Office, Project, CRM software and applications. Working knowledge of digital education and communication tools is critical.

Ability to work with project methodology. Monitoring and evaluation skills are considered an asset

Ability to produce high quality reports and presentations in English and Turkish.

Attention to detail, good level of analytical & statistical skills are critical.

Representational, political awareness, advocacy and communication skills.

Proactive, self-starting, with a positive, assertive and constructive attitude towards getting things done under pressure.

Strong organizational and time-management skills, with the ability to manage multiple tasks and priorities under tight deadlines.

Proven ability to work effectively in a team and with partners from diverse cultural and professional backgrounds.

Willing to work for public health in an international environment for a positive change!

Duties And Responsibilities

Lead/facilitate the actions required to complete all the processes of learning and development management cycle with cooperating partners responsible for implementing IFGC activities.

Provide comprehensive and timely support to the member Country Green Crescents around the world in their efforts to carry out training programs to achieve their goals.

Assess learning and development needs through surveys, interviews, focus groups and communication with managers, instructors, staff, volunteers and member Country Green Crescents.

Develop and implement training programs to fulfill specific needs of member Country Green Crescents to improve their capacities.

Create and/or acquire training procedure manuals, guides and course materials.

Assess training materials prepared by instructors and partners.

Present learning and development programs using various forms and formats including group discussion, lecture, simulations and videos.

Maintain records of learning and development activities, attendance, results of tests, assessments and retraining requirements.

Evaluate program effectiveness through assessments, surveys and feedback.

Maintain knowledge of the latest trends in learning and development field.

Prepares and implements training budget; maintains records and reports of expenses.

Support the team to develop stakeholder analysis for learning and development efforts and update on regular basis.

Conduct capacity assessments of partners and create capacity development plans with internal and external partners.

Support international partnership for training and development efforts with NGOs, INGOs, governmental and intergovernmental bodies.

Facilitate the negotiations with the potential partners according to rules and regulations and program priorities, with ensuring cost efficiency and quality programming.

Plan and execute meetings, events & organizations, incoming and outgoing visits.

Support the representation of the organisation and the fulfillment of relevant duties at national and international events.

Act as a point of contact for resolution of a range of operational queries and problems within a specific area of responsibility.

Liaise with internal counterparts to support effective collaboration, implementation and monitoring of assigned activities.

Conduct orientation/information sessions to potential/selected partners where needed.

Record the meetings with current and potential partners, share with relevant colleagues and store in IFGC system for future use.

Create weekly/monthly/quarterly activity reports, share with partners and managers, record the agreed action points and follow up with assigned team members.

Assist in the content management for the corporate social media accounts and publications where needed.

Provide support in the areas of processes in strategic management, quality management, operational procurement and service requests, etc.

Perform other duties as required.
